What about buying down interest rates on conventional loans. Would that help not only on lowering the payment but on qualifying since the payment would be less

It will lower the payment, but not significantly compared to the cost.

The problem with Altos Research is that where I live (Gilbert 85296) is SO large, that housing prices differ dramatically from street to street

For a large city like that, you may want to look at the price brackets at the bottom of the report

As a former real estate agent it is best for the seller to pay both buyer and seller commission because the buyer will. Hoose the sellers house who is paying the commission so the buyer doesn't have to. The buyers would have us looking for homes for sale where the seller pays both sides.
