displacement always depends on subdivision - blender or not. You need geometry to be DISPLACED by the map...

Turn on adaptive subdivision, don't know if it works in this version of EEVEE, but it works in cycles.

just worth pointing out : I noticed if there is a emissive light and its not within the camera view bounds.. eeve next doesn't calculate that light. not sure if its already reported

That's because eevee only supports screen space raytracing. Meaning it's faked using what's visible on the screen as opposed to traditional path tracing.

You can always get Renderman and bypass the issue.

And how you want to use displacement without geometry to displace? Thats not normal map. You are literally DISPLACING geometry. It works the same no matter the software.
