Those were designed for calvary men to keep their shoes in the stirrups while riding and have been used as a symbol of power especially amongst rich and military personnel back then. Heels these days typically mean more stylized for formal and casual footwear typically used by women. As for skirts they were, to my knowledge, designed when animal fur was used to create clothing and they created skirts/kilts as it was easier to make. And of course used by Irish warriors with their kilts as it provides freedom of movement for combat. Times changed for clothes as most guys wouldn't wear a skirt, more then likely they'd wear a kilt especially in the Highland Games or as a joke or just to mess around in
