The best way to do it is in the night because there are less civilians.
I recommend not to upgrading past Voltaic bomb upgrade 1 so you have more chances to throw the bomb.

Enter world war I section, go to northern castle. There are 3 groups of 4-6 soldiers. Very easy and convenient spot.

Even if you have conquered every burough, the perk is still do able if you see an cargo hijack. If you see one, throw a voltaic bomb and you will be closer to getting the perk

I noticed after completing all missions the enemies become replaced with the rooks.

I have conquered all the boroughs and the rooks are standing there instead of the blighters :(

Yes, if you completed all the missions in the area the enemies become replaced with the rocks. This is why I added a second comment about it a few months ago.
