Vision assessment should be done after best possible correction (medical, surgical or usual/conventional spectacles). After the correction, if it is 6/18 and disability is usually counted is 0. However please do consult an ophthalmologist

According the measurements (30%-one eye & 30%- three fingers cut of left hand) doctor has given me total 50 % using of disability calculation formula , but sir I'm very confused about this because some people said to me that 40% is must in any one category so u are not able to multiple disability. As per the RPWD Act 2016 definition of “person with benchmark disability” means a person with not less than forty per cent. of a specified disability where specified disability has not been defined in measurable terms and includes a person with disability where specified disability has been defined in measurable terms, as certified by the certifying authority. This definition can be interpreted either specified to a disability or total. Please do contact ‘Disability Commissioner’ and ask for clarification.
