特戦隊 toku sentai means something like "speciality battle team" or "special fighting group". Interesting thing; the Power Rangers are based on "Super Sentai" which is in "Tokusatsu" genre, which is live-action special-effects TV dramas. So maybe "tokusentai" is not just a ribbing on power rangers but on the entire special-effects genre that birthed it

No. It's a mix of Toku, for "tokusatsu" which is a type of live action series focused on heroes that transform to fight "monsters" (people in costumes), and Sentai for "super sentai" which is the original Japanese version of "Power Rangers", which is a tokusatsu itself. Super sentai shows normally have a basic 5 member team with some extras here and there, but the basis is that the Ginyu force, or Ginyu TokuSentai, is the DragonBall Z version of the live action super sentai shows.
