That’s a very common occurrence these days. It’s less about pulling out your highest attack rating monster now though and more about who can combo through more of their entire deck in one turn first. Nope. Kaiba gets no win against the King of Games. Not until he can grasp through and through that winning a contest doesn’t make you a Winner, anymore than losing one makes you a Loser. Kaiba’s like a robot with a perfect *technical* understanding of the game’s plays, but he struggles to even admit there’s anything of deeper significance to Duel Monsters. Confronted with the literal spiritual manifestation of Atem’s kingdom, Kaiba’s basically like, “Right, just a pocket dimension. All I need is the right machine to effect entry.” Ask him how the returning Pharoah touched one finger to the top card of his Deck, calling on the Heart of the Cards to deliver the perfect counter to rampaging Cubic Boy? Kaiba’s got nothing but vague theories about probability manipulation, and thus he gives a good accounting of himself in every Team Duel Vs. a Big Bad, ….but always falls. Kaiba has to grow as a man, if he wishes to grow any further as a Duelist.

Then he would've drawn Card of Sanctity, and then used Necromancy to revive 4 monsters and destroy them all with something like Raigeki, which wouldn't destroy Neo Ultimate Dragon but Necromancy would weaken it by 1600, down to 2900. Then he'd summon Dark Paladin and power it up with all the dragons in the GY.

The thing is, he's probably not calculating Yami's biggest weapon. Cheating, or as he likes to call it "Heart of the Cards" His Millenium Puzzle is basicallyhas a luck booster effect the more dire the situation is. If the duel isn't important, it doesn't work. If the duel is important but Yugi isn't in a tough spot, it doesn't work. If he is in a tough spot, it increases the chances of him drawing the card(s) he needs. If it's a life or death situation and there is only one card in the deck that can help, he will draw it. Combine this with his world class duel IQ, he becomes nigh unbeatable. If he didn't have that power, Kaiba would've definately won the first duel. It probably wouldn't change anything in their second duel, not sure about their 3rd duel though. In duel IQ, they'rre equals. I think Kaiba's deck was always stronger except the first episode so he could've won (properly) at least once.

It’s probably that no matter how advanced his tech is, he can’t replicate the Pharaoh perfectly. He knows that too so he goes and meets the Pharaoh again by the end of the movie. Hell this is the manga Kaiba who invented advanced holograms of duel monsters trying to recreate when Yugi trapped and tortured Kaiba after their first meeting.

I'm pretty sure that if "Atem" had held onto Magical Dimension and just used Celtic Guardian of Noble Arms to attack Vorse Raider, he could have used Magical Dimension on Neo Blue Eyes. Kaiba didn't seem to have a counter to that, so that might have won him the duel. Might, as there is at least one card in his hand we don't know about. So Kaiba was right, this wasn't like dueling Atem. Atem would have made better plays.
