While I don't have a problem with Brazil's travel rules...do the Brazilians have $2000 in their bank account to care about what someone else has. It's not like Americans are likely to try to stay in any other country illegally, that's very rare. And if you had to pay an $800 change ticket fee, Mexico is really desperate for money. The only countries who have high fees like that are countries that financially struggling. However, you should have $2000 rainy day money after you've paid for flights, hotel, and rental car.
