In your ATX supply is -12V out only 0,3A. I think output transformer is made from wire for transfer only 0,3A. Is my idea right or not please?

Those two blue parts are precision 10-turn trimmers/potentiometers. He removed them to mount single turn potentiometers to the front panel. These trimmers adjust the voltage and current limit setting of the buck converter.

Both. The fuses in the 220v line disconnect the mains power in case of a failure in the power supply, and the fuses in each DC rail disconnect the DC supply in the case of a failure in an attached device.

Don't ATX power supplies have built-in short circuit protection? Anyway, the primary fuse is more important. And if the current limit is set correctly, the short circuit current will never flow.
