It's pretty simple, when the needles shake or go up and down that means the person's heart has gone up which usually indicates they're lying ( of course a person's heart rate can go up for multiple reasons but for the purposes of a polygraph it means they're lying) and when the needles are steady it means the person's heart rate is stable which means they're telling the truth.

So no point to that picture up there unless we were told which one is which. And also we do not know what combination of changes are attributes to lying, cause we are not experts.
