It's a Remix of U.N. Owen Was Her? Which is a Touhou theme for the Extra Boss Flandre Scarlet. Probably a cameo boss/character in the game that the remix is from? And just to note, Death Waltz is ALSO a remix of a remix of U.N. Owen was Her, partially.

it's from a videogame, apparently. There's a playlist online, go to vip(dot)aersia(dot)net(slash)vip(dot)swf(slash) . The song is called "Hunt for the Cute Guest," and it's from Gensou Shoujo Taisen Scarlet. (remove all the spaces in the link)
