I work on aircrafts and one thing I’ve noticed is that the video shows people putting chocks in position on the rear 2 wheels, no one is supposed nor allowed to go inside the gate until the beacons are off. The airport I’m at takes that very seriously and will mark that as an unsafe point for the crew.

The anti-collision lights are switched off, AFTER the ENGINES are switched off... People who place the chocks, are aware of the 'risks' with anti-collision lights on (e.g. running engines, armed slides). Other people (like those who load and unload the plane, will have to wait)...

They are not strobe lights! It's called "anti-collision lights". The strobe lights are turned on when getting into position on the takeoff runway and turned off when leaving the landing (or any active) runway... They are the white flashing lights on the wing tips.

let's look at it this way perhaps it may make more sense to all. this is the sequence: pilots stops the airplane, sets the parking brakes, chokes, shuts down engines and then anticollision lights off. reason: after aircraft stops, pilot's legs are on the brake pedals, to relieve himself, he applies parking brakes which are hydraulically applied by fluid being trapped within the brake lines. now pilot can place his feet on the floor. next is engine shutdown. two things to note here; that parking brakes do once in a while disengage inadvertently, and that once disengaged, requires to be reset. Unfortunately parking brake cannot be reset when engine is shutdown except it is electrically actuated (at this time I do not know any aircraft that uses it). should there still be enough torque from engines as they shutdown, the airplane will roll. Thus a backup to stop the airplane is required. this is where chokes come in play and put in position before engines are shutdown and by extension before anticollision is switched off.

Some airlines require the connection of a GPU before the anti-collision is switched off. Still, this is an obligation if the aircraft arrives with APU INOP.
