Autodesk Build Series Session 2: Photos, Submittals, Meetings & Schedules

How can external users (responsible contractor) be added to a submittal? Currently we can only get user members of the project to show up as selections. Autodesk is requiring us to buy the external user a license or for the external user to buy a license. Is there no way to send submittals to external users, without an Autodesk license?
