Vincent technically would be in the 500 year cutscene if they had time to include him and yuffie in the actual animated cutscenes but they didn’t all they could do was make them party members along with giving them dialogues for the main game story also they didn’t give them cutscene options because they were optional party members and I guess they didn’t have time to make separate cutscenes that included them
