In truth, Toph could've used any of the surrounding Earth to bust a hole in that building or cage, but it might be a mental block thing. She hasn't yet summoned Earth through barriers or beyond her immediate sense. Reaching out and feeling the element without direct contact is a thing each bender seems to struggle with at a point. Katara dealt with it early on in the Jet episode.

this also comes from a book so theres storylines in there that have time go by so sometimes the next episode isnt a day to day thing. weeks can go by thats in the book not in the show
