Why does undergraduate gpa seem to be more important than graduate gpa? Can someone explain

Magazine’s like US News only use undergrad GPA as a factor for calculating rankings. Also, no business schools publish graduate GPA as part of their class profile, so it isn’t as visible and therefore doesn’t help schools look more elite.

I once talked to Columbia SPS, and the admissions told me that this is the only way to compare apples-to-apples as not all applicants have a graduate degree while all of them have an undergraduate degree.
