for a place for a base I mainly use a Trading System Upgrade to see where the sales prices are good. something I also do is that I build stations in a sector of an NPC faction, and then I mainly look for a sector where a number of the same stations are so that I can sell goods directly from my stations to the npc stations

They economic part is always important. I tend now to micro manage way too much, looking for the absolute best price.
