Assuming that the cop car was parked on a private lot of the bars, the owner should have just had it towed and then give the cops notice that anytime it was parked on her lot it would be towed again. Also she should have had them trespassed.

My buddy was running a bar and ran a foul of the small town sheriff. He posted a police officer every night for months and months at the adjacent business. Supposedly running traffic control. If you own a bar and you're having problems with cops picking off your customers as they leave the bar higher someone to not drink and at closing time, have them stumble out of the bar stumbling drunk, looking stumble all the way to their car, fumble their keys in the door and then lay down on the seat until every. One else has left. Once they leave, get in, your car started up and drive away. The cop will stop the stumbling. Drunk and everyone else will go home safely without being pulled over from the police. I used to go to bars when I was in my 20s.And have people paid me to do this. It works every time.
