Flowey lack a soul, and thus, he lack empaty which Asries definetly had. Just because Asriel percives Flowey's actions as his, that doesn't means Asriel is Flowey, and all that vica versa. Asriel died and Flowey was created from what remained, both proverbialy and liteary.
