What about the HW? Which option requires special HW ? Firewall fits all cases?

In the private dc, any required networking hardware will have to be set up and provisioned by whoever owns that. In your GCP VPC, Google will deliver the traffic bound to you. Yes, firewall rules apply across the vpc and will come into play for all traffic within it.
