I got a bill of INR 8860 from AWS in Free Tier because of these AWS billing mistakes.
EC2 is Free for 750 hours in Free Tier but RDS gave me a Bill.

Point to be noted jab ec2 instance banao toh usme credit specification standard kar dena unlimited mat rakhna, unlimited default rehta h. Isse machine burstable perfomance pe chalti h toh thodi bhi high processor intensive chiz Kari toh sidhe charges aaege. Standard m kitni bhi high process intensive kaam karo zada se zada machine shutdown hogi ya connection loose ho jayega. Baki Haan internet usage ka dhyan toh khud hi rakhna padega

Same happened with me . I was using free membership but not sure how I got Ec2 instance bill and when I used azure , it asks if you want to use this service, go for pay as you go but in aws I noticed, directly you will get bill whatever u use in aws service

They will charge you but if you don't have amount in your card, their payment request will get rejected by your bank and they will inform you about this via email. Multiple bank rejections may get your account in restriction mode due to non payment. AFAIK

I think your debit card did not accept international bills try to contact your bank. Or create virtual debit card from Airtel Bank it takes barely 10 mins try this also. thank you.
