Cookies will continue working no matter where is your GeoIP (IP address geolocation), so if the cookie tracking says "This user is part of the Japanese audience", you'll get JP ads, even if your GeoIP points to the US, ID, UK, etc. They can also rely on "pixel tracking" (web beacon), where they include a tiny element in a web page or email, typically a single pixel, and whenever you open that email or web page, it loads that tiny element - but the web request to load that element is fully logged in: it's like visiting the tracking platform yourself (like an embedded page). Because millions of web pages have placed the tracking beacon of major advertisers (most notably, Google), they can keep track of your browsing history and identify browsing patterns. It's like checking-in at your job with your card, but it happens automatically, without your knowledge, on most websites you visit. Given Google is part of Alphabet, that also owns KZbin, your subscriptions, video views, Likes, comments, etc are also fully logged in and can be cross-checked with your advertisement profile, to get a more thorough profiling.
