Highly underrated in this video, and misses her strong point, which is her uncharacteristically high evasion, especially for her era, coupled with high hp, and and not wasting her secondary slot on torpedoes, making her offense comparatively decent. She is good up to world 11-4 boss for sure.

Portland like the 2 Pensacola and 6 Northampton is nothing more than an 8” armed Scout Cruiser only called a heavy cruiser because the USA had to capitulate to the British Empire’s demand on how cruisers with 8” guns and 6” guns are defined because they faced with the alternative of this British Empire: "If we don't have these changes, then we cannot stay in the treaty system and if we leave the treaty then the treaty is dead." The moment, the British Empire walk out, the treaty becomes completely worthless because any international naval arms treaty that the British Empire is not signed up to is not worth the paper it is written on Furthermore, the USA didn't want the whole world to see that the United States's real reason for the treaty was never the worry over the fear of a naval race with the British Empire but the reality that the USA was afraid of a naval arms race with Imperial Japan, because they were worried Imperial Japan, might actually spend the money despite the risk of bankrupting itself. In contrast, the British Empire would spend the money if they had to whereas the Americans did not want to spend the money.

Personally I'm not a fan of Portland's personality. The obsession with her sister is excessive to the point of heavily sacrificing a good connection with the Commander. Definitely one you shouldn't oath lest you be disappointed.
