Dear Prof, I have a doubt. When the CPU reaches 70%, the next VM will run as defined by our program. It is unknown how two VMs will run at this point as the CPU has reached 97%. Let me know if it is possible to clarify.

I hope this helps: the load balancer will automatically route traffic to the the newly created vm thereby reducing traffic on the initial instance. After the traffic subsides, it will delete them
