Notice how in all of their introductions video's in the anime, Lui was the only one who can be said to have really pull off a win. Iroha was soundly defeated, Chloe got distracted, Koyori at best got a draw, and La+ had to take the fall for everything. Lui actually forced the people she was after to retreat.

This MV describes perfectly how I see Lui´s position in the organization. While all around her there are these young crazy kids with powers who try to go for world domination but are just actually using it like a fun meeting place to play games and eat snacks. Lui as the most "normal" one got roped in by them and has to mentally deal with all the problems they cause. But this in turn makes her the most crazy and insane one, as she is progressing the plans of world domination the most, all while thinking she is just cleaning up after them. It's like an overworked office worker snapping and going on a rampage internally. It's basically the depiction of. "It's the quiet ones you need to be wary of" She is the most insane among them.
