নিয়মটা শুধু মাত্র তাদের ক্ষেত্রে প্রযোজ্য,যারা কি না ১৭ই জুনের মধ্যে অবৈধভাবে মিনিমাম ১০ বৎসর ইউ এস এ তে পার করেছেন এবং ইউ এস সিটিজেনকে বিয়ে করেছেন কিন্তু কাগজ হয়নি। এছাড়াও আরো কিছু নিয়ম এর সাথে জুড়ে দেওয়া হয়েছে। এই সবকিছু ঠিকঠাক থাকলেই শুধু এই নিয়মের আওতায় পড়বেন এবং বৈধতার জন্য আবেদন করতে পারবেন।
