Both of them. But most importantly the questionable quality of teachers. In our country, high scorer students are not recruited to be teachers. And this made teaching the last option of every student. The root cause of this could be the low salary of teachers because if teenagers don’t see teachers living a better life, how can they respect the profession and make their future goal of being a teacher?
