That is the awaken character from Mei, called Yaezakura

So i must upgrade mei to SS? that i can awake to Yaezakura?

nope, u only need the 绯红 and 影舞 for awaken, no matter witch rank the original Mei have. The awaken Character Yaezakura will share the character level and some skill levels, other are totally independent from original character. Well, u can't use the awaken Yaezakura and the original Mei at the same time

its still in Beta test, you cant find that in the official server, this video is recorded in beta server
