Tomoe nage and seoi nage those are my favourite throws in all of Street Fighter (only played SFV and SFIV:CE (Although there is only Seoi Nage in Street Fighter IV: Champion Edition) I am not very experienced but I am good with throws and Hadoken and Tatsumaki Senpuukyaku

This is completely different from what I've been taught as tomoe-nage. Thes is more of a pulling technique where you throw your opponent just with kuzushi and duck, whereas the one I know is a more close-range technique where tori uses kuzushi upwards and then places his foot on the uke's hip or abdomen and basically drops underneath them. The technique shown here would be easily blocked in randori and would basically just work on a drunk person charging you.

I'm by no means an absolute expert, but from what I've experienced practicing judo, techniques have variations. This is just the traditional and safest form which should be the first you learn. Combination and setups for it come afterwards.

The form that your referring sounds similar to what we learn in our system as the randori version of the throw. This one is the one we start with

Where is the foot placement?

On opponent's upper thigh. You must bend the foot due to the risk of hitting the groin area, reason why I never really used this throw even though it looks super cool.

Haha that's wrong. The Kuzushi is standing up when you place the foot underneath the belly or on the cress of the leg and you pull down breaking ukes balance forward and down and then rolling back. Come on Kodokan, give us something we can use! This is too plain.
