Will this work even if I don't stuffed the balloons? Will it work with just the outer balloon

I tried this but I failed. I put helium in the top balloon (only one-I didn't double it) but once I put on the quad beneath it, the helium balloon dropped down to the ground. It appeared the quad was like a little weight to the helium balloon or something. Any advice on how to make this work for me? Do I need helium in the quad and 260 balloons?

+Louise Johnson 8" but make sure you use 16" clear balloons. 11" don't last long with out hi float :)
