I’m late but that’s Goten’s original hairstyle. Chi Chi didn’t cut it that way. Goten is pretty much a carbon copy of Goku😂 Gohan’s hairstyle was just a result of Goku cutting it in the Time Chamber before they fought Cell. You probably didn’t recognize it because him and Goku were in SSJ the entire time after they came out the Chamber up until Cell’s defeat
