Favorite part of the whole movie is 0:20! I love how the background screams remind Brian that Axe is the Arson, I love the look on both of their faces… how Brian is scared and Axe knows he’s been figured out. What an AWESOME MOVIE.

Could be many different reasons...besides being a movie, Some people just like to do their regular jobs without supervisory responsibilities. Others flat out decline promotions because sometimes when you get promoted you also get transferred.
