I don't know the canon 100%, so I can't answer for sure, but if you follow classic Undertale, and have that move over to Storyshift, Frisk and Chara's gender is really up to interpretation. They were given their appearance so they could be gender-neutral.

I'm not the spriter, and a lot of this can be argued against otherwise. All of this could just be takes on Underswap and Storyshift. Underswap is community owned, and is very open to interpretation. The pockets thing can, once again, be solved by the "take" idea. Chara was designed the way they were in UT to be open to interpretation, so if the spriter wants to make them a girl, they can. Just because Chara looks older doesn't mean they are an adult, they could very well just be a teenager.

Everyone talking about Chara with their design- but eh... absolutely no offense to the makers of the sprite- I hate the design choice of breasts- I generally just hate it when artists create femalw designs with obnoxiously designed breasts- especially with anime, and Frisk and Chara. Like- seriously? Frisk and Chara, have no canonical gender, their just- Non-binary in gender- and yet people go all out and make the two as females, with breasts on most occasions- and i hate it. The reason Frisk and Chara have no canon gender is because they are left open to interpretation of the artist/viewer. So, you can view them as male OR female, whatever you choose to. I just used the first sprite I could get my hands on, as I personally don't care to delve into that whole ordeal where people argue pointlessly over their personal headcanons on that. With that said, you have full power over your own headcanons, I just don't see where it does any harm, other than if people are using it to make NSFW.
