why not??? the same batter, a bit thicker than above dosa recipe. ... & make idli as usual.... same proportion and recipe can be used for ragi / green moong / soya chunks (for soya chunks, a bit different from these).

Proportion won't change... just let it ferment for better results.... even if you can't ferment, let it rest for some time...flour ferments faster than the soaked grain..... I often mix different flours like ragi , bajra or green whole sprouted moong with the regular idli batter and make different colour dosa or idli so that kids eat it with interest.
