Peer pressure from that scene is why I don't really want to purchase a bike with friend's recommendation. It's your budget, go research on your own to make the most of it. Will stream Bakuon for those bike reference!!! I'm in love with Tokyo Revenger for that same reason.

They mean that the bike has literally been "drowned" as in, it was underwater for some time. Could have been a lake, a river, anywhere really that a bike could fall into. And well, once a motorcycle was underwater, you will have loads of problems with rust forming everywhere and electronics failing because obviously motorcycles aren't meant to go underwater :)
