You need to get educated people. Latex balloon releases if done properly are not harmful to the environment. If this was done with foil balloons that would be horrible as they don't decompose and are straight up landfill. If latex balloons are properly inflated the will fly up to the height in which the reaction of the helium/low oxygen/pressure causes the latex balloon to break in such a way that it turns into small hair/spaghetti like pieces, before it ever comes back down to the ground. These latex strands if accidentally ingested by an animal would likely have no problem as it would simply pass through the animal. Latex is a natural substance (tree sap) and biodegrades/decomposes as such. Hopefully, I have adequately explained this process and provided you with a bit more understanding on this subject. If you are going to do a balloon release, you need to do it safely. These people did everything right except they should not have had ribbon holding on those paper cards. Balloon ribbon does not biodegrade and therefore that part could have a negative impact on wildlife. To do a safe balloon release talk to a balloon professional and make sure that they are recognized by the Qualatex Balloon Network (QBN) as such. Hope this helps.
