The first key events were actually taking place both in Estonia and Latvia: 1986 - discussions start against the Soviet plans to open large phosphorite mines in Estonia ("Phosphorite War") and building another hydroelectric power plant in Latvia. March 30, 1987 - Council of Ministers of the Estonian SSR suspends the USSR plan to open the phosphorite mines. June 14, 1987 - the first public meeting to commemorate the mass deportations from the Baltics, in Riga. August 23, 1987 - the first public meeting to disclose and condemn the 1939 Molotov-Ribbentrop pact and its secret protocols, in Tallinn.
