Baltimore cracks down on illegal dirt bikes, seizes five following resident's tip

In the city of Baltimore, dirt bikes may be illegal but they're also everywhere.
"They go over sidewalks, they go over stoops, they don't care. There's no respect," said Business owner Beth Hawks.

I remember while in Bermuda we'd rent these kind of bikes and they did give you some kind of freedom and were fun to drive. But that's a tourist place and I'm sure they welcomed the noise never heard anyone complain.

Am I missing something? Why do people care if people ride dirt bikes around as long as they’re abiding by traffic laws to avoid dangerous situations? Do they not like the noise? Could understand if there were noise ordinances on all loud vehicles (dirt bikes and otherwise) past a certain time on non-main roads I guess? Just feel like bigger problems in Baltimore than this for people to whine about (like how the shitty education and opportunities given to children in the city relative to some of the best schools in the country in Baltimore county, the lack of affordable housing and foreign investors [and shitty former president’s children] buying up full blocks in the city and pricing people out of their homes, etc.).
