I think first liquid is water just to dehydrate, because skinned potatoes will get black if left on open air. The second is flour, water and salt, just to crisp up the chips

It might be white from all of the starch coming from the potato. The bucket in the back is just water because potatoes will turn brown if you don't keep them in water after cutting. Then it's just a batter (maybe rice-based? since it's so thin).
