It is just going to add up to Bangladesh transportation cost. It is good chance for India, India can increase its manufacturing and sell it for cheaper price. India should put high tax on imports from Bangladesh to encourage local production.

We can easily made and export these with our own resources.... Bangladesh is a least developed country, its textile and clothing exports enter these countries quota-free and duty-free. This concession, together with low labour costs, provides the garment sector with a strong competitive advantage. Recently a group of exporters based in Tiruppur, a textile hub in southern India, said it had earned fresh orders worth $54m because of the unrest in Bangladesh. Another group based outside Delhi said it had received 15% more orders in August from Zara, a Spanish fashion firm. Private label clothing Places like Tirupur, Ahmedabad, Mumbai and Delhi are hubs for private-label clothing manufacturers in India because of their skilled workforce, competitive prices, flexibility in production etc. The quality of the material is always superior and better than most other manufacturers around the world making it one of the finest destinations for outsourcing apparel and fabric.

It is not like that our Ports became congested, that's why India is not allowing Bangladesh to export through India, just after change of Government of Bangladesh, our Ports became congested? It is a revengeful action by Government of India to take advantage for own Industry.
