Has this happened to many people? Citi: They closed my checking account two years ago and to this day refuse to give me any information about it other than the initial notification of closure, nor let me have any of it. Clearly it amounts to pure theft so far, and still I am waiting. But what lawyer or agency to contact to recover any of it?

In most cases, banks will not provide you with any additional clarifications. And the reason is that in most countries, they're not allowed to. But being given your money is a different situation altogether. Are they still withholding funds from you?

So is there a way to prevent account freezing , if you know you are going set of red flags from a larger than "normal" deposit - say from an inheritance or lottery winning or investment? Can you contact the bank ahead of time?

Yes definitely! And contacting your banker and informing them of a large transaction and providing supporting documents is one way to do this.

My account was closed in Westpac, New Zealand. I had opened it as a tourist it was in New Zealand dollars. when I wanted to add an account in USD, they closed my account. It took me 2-3 months to get my money out and sent abroad.

I had to lodge an official complaint against westpac to reserve bank of New zealand..as they were posting me a cheque of NZ dollars to my overseas address and I had no idea how to encash it. they intervened! Basically I had done NOTHING illegal to be treated so badly.

Yes, if you have a reason to bank in Singapore you can usually open accounts remotely with a starting deposit between 150-250k USD.
