You forgot the NHL's "Martin Biron Rule" where players are only allowed to wear whole numbers 1-99 (later 1-98) after Biron's use of "00". This outlawed the numbers "0" and "00" because of bugs in stat-tracking software.

Depending on your definition of sport, the motorsport of NASCAR has only retired only one number. They were close to retiring the number 43, driven by Richard Petty, as he had 200 total wins in the Cup Series. He denied however, almost initiating the tradition of not retiring numbers. NASCAR did however retire the number 61 for the Modified Series. Richie Evans, the driver of the number, he won eight championships total, and nine overall, though only having 12 wins and 4 poles. Evans clinched his last championship a race before he had his fatal crash; the only posthumous championship win in NASCAR.

JD75 Petty retired the #43 for the 1993 season. His car ran #44, but then brought back #43 for the ‘94 season. #3 was kind of pseudo-retired for some time after Dale Sr.’s death. But that was from Richard Childress leasing the number so no one else could use it. To block anyone from getting #103 or any “three digit number”, the 3 would appear in a smaller font on the #29 that Kevin Harvick used afterwards. #69 hasn’t been used in the Cup series since 1992, when Denny Wilson ran it at Watkins Glen. And hasn’t been used in any of the 3 National series since 2003. NASCAR actually will use the #69’s radio channel for race control if you rent a scanner.

Fun Fact: Richard Childress retired the Number 3 after Dale Earnhardt Sr. died in the 2001 Daytona 500. However, it was reinstated in 2014 for Childress' grandson Austin Dillion when he moved up into the Cup Series. Since then, the 3 has only gotten 2 wins, one in 2017 and one in 2018. It looks like it's only going downhill from here.

The NHL also disallows players from wearing '0' and '00' mainly cause the League's database cannot list players wearing the numbers (or so we are made to believe). My wish, though, is to have a Wayne Gretzky Day in the League as well. In basketball, the jersey numbers don't usually exceed a 5 in the tens (right hand signal by ref) or units numbers (left hand) as the refs hand signal the player's number when a foul is committed. Hand signals are a huge help when the game is loud and the ref is hard to hear. I was the official scorer for a while at the high school where I taught. At least in high school ball, the tens/20s were guards, 30's-forwards and 40s/50s centers.

Yeah, but there's an okay reason. Referees will hold up fingers on their hands when giving the signals for a foul. By banning numerals above "5", the refs can show which player on a team committed the foul using just their fingers, and not needing a microphone. Of course, they could also just use two signals in succession, but whatever.

Technically speaking, OL traditionally get to pick from 60 to 79 with exception for centers that pick from 50 to 59. Defensive linemen get to pick from 70 to 79 and was extended to include 90 to 99. The fact that linebackers get to pick numbers in the fifties is a relatively recent addition to the rule and was first restricted to middle linebackers. Then again, position are not set in stone and players were always allowed to keep their number after changing position; so in the end, the rule isn't so strict as it seems.

Nah, league overall retirements should be very limited. Jackie Robinson because of his impact on America overall and Wayne Gretzky because of him being so over the top better then the competition at the time. LeBron is one of the best players of all time but he's not that far above the other top players in NBA history. You could make a case for Kareem, MJ or LeBron all being the best player in NBA history. He definitely will get 23 retired by the Cavs and Lakers and then 6 by the Heat. I would have to think he would be the first player to have his jersey number retired by 3 different teams.
