I swear I've heard the first cheater before, love to see recurring characters. Also, baiting cheaters into making an appeal is a devious way to waste their time without putting in any effort. They're off of the server, not able to effect anyone's experience, not taking up any of *your* time, all while they're off making an appeal trying to get back in, and banning them twice quadruples their anger.

You should do a court room setup for cheaters. Have some top doners or discord members sit in a room and listen to the cheater appel if they find the cheater honest they get spaired if not there base gets blown up and they get banned. Of course make the scales agenst them.
