Why the formulas for cutting length of stirrups in beams is different than cutting length of ties in column? Cutting length of stirrups in beams 2(a+b)+2(9d),and what’s about bends? Thus Cutting length of lateral ties in columns = 2(a+b)+(hook length)-bends

Yes, the clear cover in the question was 20mm but later in the video they calculated with 30mm clear cover

Because there is already development length given. Bends are provided where there is less space for development length
