A system, not a place that consists of 12 banks. Congress created the unique structure that insulates Fed from the pressure of the executive branch. Anyway, Prices spiked, and inflation rose in 2021 mostly as a financial aftermath of the pandemic which disrupted supply chains, demand for products, and messed up spending habits. However this not only affected the United States of America but is still a global issue.
