I have two pairs of Barker shoes and they always go back to the factory at Earls Barton for repair as they come back like new :)

There is no need of removing the welt of a shoe if the welt is in good condition unless if it is busted. Replacing the welt in good condition is additional hole to side of the shoe.

People buy goodyear welted shoes so they can have them resoled over and over. Removing a perfectly good and usable welt and machine stitching a new one damages the upper and reduces the integrity of the shoe. English shoe manufacturers like Barker, Crockett, Cheaney etc does this so you can only resole your shoe 2 or 3 times before you are forced to buy a new one. Don't fall for this marketing strategy. Bring your shoes to a good cobbler who can handstitch a new sole to your welt and upper and you will have a pair that will last essentially a lifetime.

Thought that a bit strange myself. I'm not well experienced in good shoes, but thought the very purpose of a Goodyear welt was to SAVE the upper from damage. It might look nice having a new welt. But like you said it must cut down on life of the shoe.

The amount of time and cost it takes this lot to repair a shoe (3 months/£120) you’ll end up either going somewhere else or just buying a new pair
