Best: 1.Matt Hardy. He actually makes it look as if he's the one forcing your head down rather than guiding it. 2. DDP. Same thing but less consistently and with less fire behind it. 3. Randy Orton because of his versatility and how many random spots he creates for it. Plus it's impact is massive. Honorable mentions - Sol Ruca. So original in her implementation. And lets not forget Chris Canyon... His his employment of it is just hilarious.

And why wasn't Goldust added, he has an amazing variation of the twisted cutter, as well as Nikki Bella at one time used a shoulder cutter as a finisher from 2017 instead of the old Recatec variation. Springboard Cutters are my nemesis. Not just because you could watch several people flub them on the same show on MLW a while back but because they require the other guy to stop or, worse, move to catch the flying guy and if nothing else ruins my immersion, having to catch a jumper always will. As for the question, it's DPP > Bubba Ray > Randy Orton.
