It was yet another case of canon Simpsons recycling footage. It was from the season five episode where Mayor Quimby's nephew gets in trouble for assaulting a French waiter, and Bart knows what really happened, but can't say, because then he'd have to confess that he skipped school to see it happen.

Lisa has been shown in the comics and videos to be a recipient of statutory and forcible rape by Homer (forcible in the comics, both in the videos), and in "The Last Temptation of Homer Simpson" (which "Mr. Plow" was based on), Homer did move on to Lisa, but the obvious choice for Homer is Hugo. However, given Hugo being Quasimodo with "Arsenic and White Lace," Hugo will NOT go quietly. Homer will suffer painfully.
