My opinion, done both, core drilling if not precast or brick without a good concrete base. Bit more work but you don't have to weld on baseplates! Also there are diamond core bits that can be used with a 7" grinder dry or wet. What weld shop doesn't have one of those? Looks way better than baseplates.

I prefer base plates because if you ever need to remove the railing for any reason (sandblasting, repairs, etc.) Is it much easier then core drilled and cemented.
