If they have a nut allergy try grape seed off course but castor oil as well or any oil that’s not from a nut and u can catch on sale. But castor oil I use as a daily moisturizer mixed in to my fav lotions or moisturizers

I can't speak for folks outside of North America, but you shouldn't be required to have a license or permit to sell lipgloss or any home made cosmetics/skincare! But it's always super important to make sure your ingredients are 100% SAFE! That's why buying from a reputable company is key! (on-top of doing your own research!)
